Alcoholic Beverage Specialists is professional services firm that specializes in processing of alcohol related use permits and PCNs through counties and cities in California.

We have the capability to handle Fortune 500 clients as well as small businesses from San Diego all the way to the Oregon border.

Steve Rawlings is the firm’s principal. Steve has over 20 years of land use entitlement experience. Mr. Rawlings has a B.S. in Business from the University of Southern California and an MBA from Anderson School of Management at UC Riverside.
